About the Role
PURPOSE OF JOB

Working as a key member of our growth and business development directorate, you will manage the development and conversion of project opportunities through the bidding and proposals stages taking an active role in helping our business development team to secure strategic opportunities that drive the continued success of the organisation. As a professional Project Bid Manager, you will be expected to lead bid teams in tendering opportunities of varying sizes and deliver winning, compliant, professionally produced bids within customer defined timeframes.

OPERATIONAL ACCOUNTABILITIES

* Create bid teams with the relevant experience required to prepare a winning tender proposal or PQQ submission, whilst taking ownership of the end-to-end bid process including value proposition, strategy and solution development, commercial considerations and risk management.
* Lead the bid teams to develop cost effective solutions for prospective customers. Ensure appropriate quality assurance is undertaken to produce competitive prices which meet margin expectations to be realised during the delivery phase and ensure that prices obtained from outside suppliers and subcontractors are robust and meet business requirements.
* Ensure timely delivery of high quality tenders, compliant bids which are delivered on time, commercially viable and to specification through implementation of necessary bid procedures, governance and processes.
* Carry out risk tracking and management throughout the bid process and ensure that appropriate mitigation has been undertaken where necessary.
* Contribute to the written proposal both in terms of content and presentation.
* Manage bid budgets from the Go/No Go stage through to contract award.
* Manage an effective handover to the project delivery teams on successful tenders to ensure that all of the knowledge developed through the bid phase is properly and fully communicated to the project teams.

FINANCIAL ACCOUNTABILTIES

* Manage the internal expenditure on tenders within the allocated budgets.
* Challenge bid teams to deliver value for money when arriving at tender prices.

PEOPLE ACCOUNTABILITIES

* Assume line management responsibility for other team members as delegated.
* Encourage and nurture professional relationships with customers, internal staff, external partners and subcontractors.
About You
KNOWLEDGE & SKILLS

* Proven capability in delivering winning, large multi-disciplinary bids of varying degrees of size and complexity (Essential).
* Demonstrable experience in bid campaign management from opportunity identification through to project delivery.
* Ability to manage complex, multi-disciplinary projects to provide a positive environment for bid teams to work collaboratively (Essential).
* Degree educated (Essential).
* Certified to APMP Foundation/Practitioner Level and/or relevant Project Management qualification (Desirable).
* Excellent attention to detail (essential) and showing passion and enthusiasm in day-to-day duties (Essential).
* Strong written English Language skills for writing responses and editing text (Essential).
* Excellent verbal communication skills with ability to influence at senior levels (Essential).
* Ability to work under pressure and to challenging deadlines (Essential).
* Strong people and time management skills (Essential).
* Commercial astuteness (Essential).
* Advanced MS Word Skills and proficient in MS Office (Essential).
* Graphic design software experience (Desirable).

    Commercial Manager

    As Commercial Manager you will reporting to the Senior Commercial Manager and will work as part of a small team supporting others and reporting on the status of projects for which they are responsible. 

    JOB SPECIFICS

    • Work with the project teams to identify variations, compile and communicate them to clients and agree additional money and/or time;
    • Responsible for maintaining up to date trackers to fulfil business requirements;
    • Production of monthly cash flow forecasts and review of Anticipated Final Cost (AFC) and Anticipated Final Billable (AFB);
    • Work with the Planning department and design teams to ensure each project programme is fully cost loaded;
    • Must be able to demonstrate that strong commercial controls in place on each project;
    • Identify risk and opportunities on a project;
    • Support the pre-contract stage (e.g. the bidding process) with collating estimates form the disciplines and presenting them in a format suitable for submission;
    • Identify and raise awareness of commercial claims (for and against TSP Projects) to allow Senior management to advise on how to proceed;
    • Any other task which may be required to fulfil the requirements of the Commercial Department.

    Senior Commercial Manager - Pre Contract

    As Senior Commercial Manager based, (Pre contract) at our HQ in York, you will be performing the commercial function of reviewing and negotiating all contract documents received from clients and suppliers. Within this role, you will be directly reporting to the Commercial Team Leader, working as part of a small team supporting others and reporting on the status of projects for which they are responsible.

    The role of Senior Commercial Manager will require you to review all contract documentation which are received by TSP Projects, both pre and post tender stage, and advise the business on the acceptability of any proposed agreement by projecting the commercial and legal interests of TSP Projects.

    Negotiation is key in reaching agreements on contract terms for each project before seeking Director approval/sign off, by highlighting the risks, requirements, liabilities and obligations of each contract entered into and report these to the Project Delivery Teams.

    The Commercial team is growing in line with business expansion which should allow for career progression

    Our current contract values likely to be between £50K - £5m.

    Accountabilities & Responsibilities:

    • Ensure agreed payment terms allow for regular invoicing with the shortest possible payment cycles.
    • Review insurance requirements of all agreements and ensure contractual obligations are covered by TSP Projects’ policies.
    • Negotiate terms which maximise fee for additional work.
    • Client facing and maintain good relationship with commercial counterpart on each project.
    • Liaise with the engineering disciplines to understand the inherent risks on each project and how these can be reduced through contract negotiation.
    • Prepare documentation detailing any security requirements (e.g. performance bond) to issue for board approval.
    • Produce a report upon completion of negotiating the terms of an agreement, to be issued to the Project Delivery Teams, highlighting the contract’s key issues and administration requirements.
    • Answer all contract and insurance related queries
    • Present commercial awareness training to the business when required.
